I have the thermostat set for 70 degrees on the white rodgers programmable thermostat. The heat runs until the room is 70 degrees, but then the heat stops and the room cools off and the heater doesn't kick in again until I turn the heat off, then on again. Even when the thermostat reads that it's 67 in the room, the heat doesn't turn on. I have to continually turn the system off then on again in order for it to run correctly. We do not have the thermostat programmed, just adjust as needed

Based on your explanation this is an erratic operation of the thermostat, first thing that you need to check is the wiring make sure that all the wires are proper looped on the under terminals then reset the thermostat if the problem still persist I think you need to replace the thermostat.
