There may be debris in the valve that keeps it from closing. The Fluidmaster site has a video showing how to take the top off of the valve and clean it out. Sometimes the sealing diaphragm on the underside of the cap needs to be replaced; those are usually available in building supply stores that carry Fluidmaster products.
