Your not activating the power switch, double check the user manual and be recheck the pwr pin on the header, some are horizontal some are vertical.
if that still doesnt help use a phillips head screw driver and short the two pins you think they are, if they are the pins you were using you have a bad power switch (try using the reset switch as a power switch) if those dont start it try a differant pair until you find the power pins.
