Possible air leak, check your vacuum lines. There should be one coming off the carb and gas tank. You may want to check your wheel hub bearings and rear brake shoes. Now that you provided a little more details about your problem, i would forget about the vacuum lines, and look at those wheel bearings.
I've noticed recently that whenever I get going about 30+ bmph and then decelerate, I hear a rather high pitched whistling / whining noise that I can't pin down.
