This means that, given your description of the problem, there is likely to be catastrophic internal engine damage - bent or broken valve(s), possibly damaged piston(s). If it ran before he replaced the belt, and not after wards, He miss- aligned something. If the belt broke, and was then replaced. The engine may have suffered some internal damage.

He may have put it on wrong, or left something disconnected. I would find another man to fix your car.
