Was it seized in place or did you over-tighten it?
If you cannot access the other end of the bolt with vise-grips then I would drill it out and then try to extract it with an ez-out. If its really stuck you have no choice but to drill then re-tap the hole.

If you can't get it with an ez-out:

Then drill it and tap it, then put a new bolt in. It isn't too difficult but it takes alot of patience.
