Hi, I figured I would post the outcome since I was searching for resolutions last night. I called Peg Perego. The piece that is cracked on mine (the top of the center section of the headrest) can be replaced with a new headrest piece for $32.99 (including shipping). The new piece does not have stryofoam though. It's just a heavier material (almost pillow-like). The representative that I spoke to, however, said that if the styrofoam was a clean break (meaning not in a whole bunch of pieces) it's still safe to keep it together under the cover and use the car seat as normal. Apparently, that's not what's really protecting the baby anyway. To be honest, I don't even think that I broke the styrofoam while taking the cover off, I think it was broken beforehand probably by just use and the weight of the baby. I will get some styrofoam glue and duct tape and just secure it and put my sparkly clean cover back over top of it. I think it's fine for use.
