From B K online sales on October 13, 2013. Just received a bill from paypal. I thought that this was already resolved since I never received the item.

That does not appear to be a good tracking number on UPS, USPS, or Fedex sites. Are you sure that's correct? Tracking will show if the item was delivered or not, but it must be a correct tracking number.
