I noticed something called antispyware soft kept popping up saying my computer was infected... I tried to do system restore but it wouldn't come up. I shut it down and tried to reboot in safe mode and get messages saying windows cannot repair... So my computer will not boot up in any mode now. Unfortunately I do not have a backup cd... Can i use a recovery cd from a different computer?

You fell for malware that is sent to 'infect' unsuspecting users. Since it will not boot up now, the best is to wipe the disk and install from scratch. A recovery disk from the same type should work, but no guarantees.
