I obtained a used Kensington 64379 wireless keyboard. I plug the circular pad with USB cord into my PC. I can't get the keyboard to do anything, or even indicate it's connected

Did you install the software first? Try plugging it in to another USB port.
Go to the kensington website and search for the keyboard using the same model number you gave me. Download the driver for your operating system.
