When you say that it wouldnt "come on" do you mean that the light bulb didnt light up? It should light up as soon as you plug it in. Your only waiting the 15 minutes for the light bulb to get hot enough to bake your cake.

I dont know why it wouldnt come on unless maybe there was something wrong with the light bulb or it wasn't screwed in all the way.
