I reinstaled from vista to windows 7, i erased all. now im from the beggining everything works good but my build in cam on my toshiba laptop does not turn on, i have the shortcut but the short cut also does not work, please what can i do

Uninstall the driver and reinstall it.
Uninstall the device from device manager.
and restart the system.
