It's possible the line (117 vac) voltage at the new location is lower, but it would have to be a lot lower to cause the problem you are describing.
It's probably more likely that some component in the oven was damaged in the process of moving. An intermittent magnetron might cause your problem, but it is one of the rarest malfunctions seen in microwaves.
