Could be anything from a blocked furred up rad too a head gasket ,i cannot advise without having my head under the bonnet so please ask a local mechanic to have a look ,then report back and i will give some more advice like either hes ripping you off or its sounds possible
First off you need to have the coolant system vaccuumed down, anything after early 1990's you need to pull the air out of the coolant system, or you can cause an air lock in the system. also have the system flushed out to make sure there is no blockages in the system. make sure your cooling fans come on as well. once the system hits arround 180-220 deg. the cooling fans should come on, if not then you need to check the electrical side of the system
