I set the SPIN mode when suddenly I heard a tick sound. After which, the start and end cycle keeps on flashing. I already tried to put the machine off but it keeps on flashing.. is it a fuse problem?

Look on the board. Sometimes manufacturers put a fuse on the board so the repairman can replace the fuse and charge you a whopper of a bill.
