I sold an item, but it was never paid for; I opened up a case and was notified that the buyer claimed someone other than them fraudulantly placed the bid so we closed the case; why am I being charged an invoice for an item I never received payment on and has a closed case on it??

In this case you need to contact eBay Billing support and they will just need to adjust it for you, it can be like a credit in your account or something like that but more importantly, they can remove the fee in your account.
