I touch the power button by accident all the time and can't find anywhere to increase the time needed to interpret it as a restart

You can't do that, the reaction is instantaneous. But you can change the behaviour of the button to put it on something less damaging as a restart. Follow this

and change it to Switch user.
For XP: Control Panel , Power Options, Advanced and in the selection box choose either Do Nothing or Ask me options.
