The recall was for Northstar generators with Tecumseh engines. The recall was for the Tecumseh engine which had a badly routed fuel line. Fires were reported. According to the article, only 8 and 10 hp engines were involved.

I had not heard of this problem with a Honda engine when new. Usually, surging happens due to carburetor problems, like when they need cleaning or adjusting or you have old fuel from the previous season. Surging in a backup generator could cause problems with appliances etc. in your household.
If you are experiencing this with your generator and it is new, I would run it without a load for the 200 hours to get it past this breakin time before using it to power anything. Then if this issue is not resolved, contact the company you bought it from.
If your generator is run on gasoline, you could add a carb cleaner to the fuel and run it with that through the breakin time.
