I have bought an air filter and will replace it to see if this could be the problem. My cooling fan has also quit.

You might have taken care of this already...
Not likely the air filter, when an air filter is plugged it will cause a loss of power but not high RPM...
It sounds more like a transmission slipping or in a lower gear rather than an air filter issue. Low trans fluid can also cause slipping... not good, I would suggest having a transmission shop or qualified mechanic check it out.
