I wired a new dura-glas pump as a 115, and it popped the breaker. I put the black wire on 1 and the white on 2. Should I have wired it as 230? Should I switch the black and white wires, even though the directions seemed to suggest that the placement of the wires didn't matter?

The wire placement does not matter assuming you have a 115 volt supply with a three wire cord/cable and they are comming in as blk=hot, white=neutral and copper=ground.
Tripping a breaker would be from a shorted hot wire so look for a place where it touches the white or ground wires or the metal of the motor. Another cause would be if you really have 230V across the black and white and you connect it to a motor set for 115V. Is the breaker that turns off the circuit in question a signle wide or a double wide breaker. A double wide would be 230V.
