The wires on the one of the clips were shorting out. As soon as I lifted the clip off of the pan the alarm stopped. Although my pan was dry except for a tiny bit of water in the bottom it was shorting by just touching the side of the pan. I didn't want to leave it unclipped in case it ever did overfill so I rigged the clip on so that the bare wire was not touching the sidewall but was inside the pan so it could sense an overfill.
