Idles wide open
When i take ythe throttle cabel off it slows down it seems the cable is to short pulling the throtle open for some reason there is no adjustment on cable only throtle screw which has no affect on the speed unless the cable is off

Sounds like the inner cable is too short, what you can do is gently snip off a peice
of the outer cable where it anchors, this will make the inner longer.
Sorry i may have miss understood, the outer sheathing of the throttle cable must be anchored either end, not in the carb spindle or trigger, is it not possible to score it with a sharp knife and remove a small section, this would increase the lenght of the inner cable.
Yes that is the problem, the inner cable has become too short holding the throttle open.
