Im replacing a switch to my garbage disposal when i turn the power on both circuits are hot my question is that the switch runs hot in off position and when i turned the power on and flipped the switch it blew the breaker does the switch need to be grounded the previous switch was not but there is a ground connection on the new switch could that be the problem

What type of switch are you using? A single pole switch does not have a ground. There will be 2 screws, and it doesnt matter which one you connect the Line (feed) and the load (garbage disposal) too. With the switch disconnected only one wire will be hot.
