This usually indicates an air leak in the plumbing. it will **** air because it is easier than water if there is a leak in the plumbing.

How would I find the leak?
The pump is not always the problem. Usually you are drawing air and it will not pull the water to the pump. If it is for an above ground pool, it will not pull water very far at all. If it is for an inground pool, you should check all air leaks before you check anything on the pump. If you are leaking water at the pump, then check the shaft seal.
