Intake Manifold Runner Control stuck open the problem is that the actuator the plug that goes to it the black blue wire has only 3 volts suppose to have 5
Does any one know or have any experience why it has only 3 volts has a new pcm and every thing has been checked so where would I look as to why it does not have 5 volts

Does the actuator have butterfly's controlled with an arm to the actuator? If so, the bushings for that actuator ma cracked and the arm fell out. It may not be the power.
OK, are you testing before or after the actuator? I guess, either way look at the ecm
I should add, most electronics have a pretty wide tolerance + or - the voltage.
