You have to pair them up. Turn on the machine and the controller. Fress the find button on the machine AND on the controller. Once they are paired, you shouldn't have any problems.
Replace the batteries with ones that are new, and ensure they are installed in the correct orientation. Attempt to sync the wireless controller with the XBox 360 again. If the solution does not work, check that the XBox 360 will sync a known good controller.
