Most likely there is a short on the power supply board. There isn't much of a Service Manual available for is TV model. So, it would be hard to repair the circuit board if there isn't a schematic for the board on hand. To make sure the power supply board is the problem itself, unplug every connect to the board and install a new fuse. Plug in the outlet plug and see if the fuse blow again. With no other circuit boards hooked up to the power supply board and the fuse still blows, then the power supply board is the problem alone.
Replacement circuit boards can be found at a good price at Shopjimmy.com or Ebay. Just make sure to match up the part number on the circuit board itself. I hope this info helps. :)
