There could be some remnants of settings left behind by those programs. Go to the Control Panel (Start>Settings>Control Panel, or just Start>Control Panel) and double-click Internet Options.
Go to the Connections tab of that, then go down and click the LAN Settings button. Make sure everything is unchecked on this page.
