Pool Motors, are painted with a weatherproof paint, but like any paint it will oxidize over time if exposed to the elements. Are you talking about the whole motor case, or just a particular part of the motor? If the motor is only a couple years old, then no it probably should not be rusting. If it is several years old 5, maybe 10, and it has been exposed to the sun and rain, and especially if the motor runs hotter than normal, then it is not uncommon at all that the paint will oxidize and begin to rust. If it is just rusting on the bottom due to water leaking from a shaft seal, or being in constant contact with the wet, or moist ground, then this is bad and needs to be addressed.
