Is the fan on the transformer always supposed to be on? As soon as i plug it in I get a whirling sound from the transformer that never stops. Is that appropriate?

Yes, I think so. It is connected via a rectifier diode to the transformer 18V output.
Yes. The fan will stay on as long as power is supplied to the transformer.
