Is there a fuse for window wiper under the steering in side the car ,my wipers are on all the time when I im driving I found fuse under bonnet once taken out wipers stop ,some one try to steal the car

Most vehicles would have the steering column broken when a vehicle gets stolen. The module that controls your wipers are usually in that wiper stalk. I would recommend changing the stalk out to restore full control.
