From any home screen, go to 'Menu > Settings > Wireless & networks > Mobile networks > Access point names'. Once there, tap 'Menu > New APN', according to your carrier's data, fill in, at least, 'Name', 'APN', 'Username' and 'Password'. If your carrier has given you additional data, you can fill other fields there too, if you wish so, and know what to fill in, that is. Once finished, tap 'Menu > Save', and press the back button as many times as required to take you back to the home screen. Now you must make sure the mobile data flow is allowed. Again, from the home screen, go to 'Menu > Settings > Data manager (in some builds, it will appear as 'Battery & data manager') > Data delivery', and make sure that 'Data enabled' is checked. If you want your mobile data plan always active, activate 'Background data' too. If your data plan is valid outside your town, you can also set 'Data roaming'.
