Is this free? i have a bissell carpet cleaner and i cannot get the soap and water to come out. it will **** up the dirty water however. i just found the belt is broken but i can see no way of how to put a new one in. is a broken belt the reason no soap is coming out?

If it is the flat belt that broke, that is the pump belt, the pump can't work without it. To replace the belts, turn the unit over, remove the red holder, has one screw, pull it out, then the brush roll will come loose. You can replace the belts thru that opening.
