It is saying that i do not have permission to un install and it comes up th an error right after this one. first error is 1321 insufficient pivileges and error 2 is 1603 fatal error with installation

You're probably not the administrator on the computer. If you are, there is a simple way of installing programs which are not willing be uninstalled- restart the computer, press on F12 or F8, and start your windows in the safe mode state. from there you can flow the same procedure you are trying to accomplish regularly- go to control panel and then "add or remove programs".
