My fixed my BH23699 by rapping on the metal frame with a screwdriver handle. It was the mechanical safety switch or "Tip-over switch". It had stuck and needed to be jarred a little to reset. Make sure it is upright when you tap on the frame. The switch is attached to the frame inside the plastic housing about midway on the side with the controls. You could take that side off with just 2 screws but will need to pry the 2 plastic plugs out to access them. That will likely scratch the plastic so first try to fix it with it assembled.
I had the same problem. I took the unit apart to find the control switch module was burned. The surrounding areas were charred as well. BE VERY CAREFUL.
