Pull the dish washer out, you may need to remove a few stabilizing scr ews at the top or the sides,
Unplug the washer, turn off water, Disconnect water and drainage hoses, have a towel handy because some water will spill out.
Tilt the washer upright and manually move the selector through the cycles slowly listening for the Water valve to open If you dont hear any clicking from the water valve unplug the washer and check connections YOU MUST KNOW WHAT YOU ARE DOING AS WATER AND ELECTRICITY ARE NOT A GOOD MIX!!! please if you dont know how electricity works and how the chassis is grounded, call in a professional
If connections are good and you are getting voltage at the water solenoid when its activated then you will need to replace the valve, it can be found along the water in line.
If you arent getting a voltage at all then you will need to trace the cause going from the wires back to the control board, to the relays, to the contact switches from the selector
Also and i know this seems silly But CHECK that the Water is turned ON at the source that the Dishwasher gets it's water from, Had same problem worked on it for hours just to find kids were under the sink playing with valves
