Clogs affect the air movement, but not the brush assembly. Remove the brush assembly from the vacuum base. Remove, clean, and lightly oil (with 3-1 or similar) the two end bearings. They are usually choked with debris to the point that they lock the brush roller. Reassemble it without the belt for a moment and check for free turning.
