Jazzy select gt. batteries are good charger is new when charging the lights go from red to green and repeats, but if i hold the button one red one yellow ? i tested the batteries they are full but joy stick meter says low, and it won't measure or horn honk with out charger plugged in, help

Still your batteries are bad. Had this problem before. If the batteries are more than 1 to 2 years old they need to be replaced. The charger only tells you it can't charge anymore, because the battery is sulfated. The meter on the chair is telling you the batteries are not strong enough to run the chair.
