Here are a few things to check: Does the pilot light stay on after you light it? If so, good, did you turn the control valve to the "on" position? Sounds funny but there's a pilot position and a "on" position. Is the pump on? Water must be circulating through the heater to activate a pressure switch & then the burner will come on. If not find the manual on position for your pump timer to start the pump. Burner still doesn't come on? Check the burner assembly for plugged orifices (i.e. spiders, corrosion, etc.)and clean it out
This water heater relies on a circuit board that provides a spark to light the flame when the switch is placed to the on position. Electrodes sense the flame within six to eight seconds, if the signal is not found the circuit board will shut down the gas valve and the system goes into safety lockout. There is a thermal shutoff that should trip when the temp rises above 190F. This fuse is located on the incoming power wire connected to the thermostat, you should see this under the exterior cover, the ones I have seen have clear plastic on the wire, once they trip they need to be replaced. AT this point I would pull the cover off the exterior, check all the 12 volt wiring make sure there is no corrosion. I would suspect the thermal shut off is bad. IF you have a volt meter you can check for continuity through the fuse. I ran into this not long ago and with this fuse not working it caused the water heater not to fire. thanks Kindly rate the answer Kevin
