Just bought a dremel 1100, fully charged battery but will only run for 10 seconds at a time. it just shuts down then if i turn it back on it runs for another 10 seconds and stops again

Change tha capacitor 220uF and it will probably be fine! I did and now it is as new!
Your problem is either bad capacitor on charger board or bad battery. Try change the capacitor first, it's cheaper and very easy. You need capacitor 25V 220uf (micro farad) and soldering iron.
If this will not solve your problem, you will need change the bateries, you can see on youtube.
