Just purchased Ematic EDAN XL. I let battery partially charge and continue to have connected to wall electrical outlet. The touchscreen is not responding. I have reset it and it continues to sit until it goes to asleep. Does the battery its have to be fully charged before it will respond or is it defective?

Try cleaning the touch-screen with a tissue or touch-screen cleaning paper, then wash your hands and use a skin moisturizer on your fingertips. If it still doesn't work, something's wrong with the unit. The touch-screen should work down to the discharge limit of the battery.
Note: when you buy a new lithium battery or device that uses one, it is a good idea to charge it completely before using. Some types of battery charge controllers use this first cycle to calibrate battery parameters so you get optimum performance from the battery.
