Just replace batteries. Technician took out onboard charger because wires were frayed. Gave me external charger to use. Now indicator lights up as fully charged, but chair won't move

Hello, this may be a late answer. I would have returned to the technician for answers, also. It may be possible to regenerate batteries so hang on to them until you have them tested. Hope this helped .
