You say the mouse works OK. You also said the battery is new--I take it you are talking about the keyboard battery. 1. Is the keyboard battery installed correctly? 2. Have you pushed the "connect" button on the USB antenna? 3. Have you pushed the "connect" button on the bottom of the keyboard?
If you have done these 3 things, you should be up and running. If not, you might go into the device manager and delete any keyboard there and try restarting the computer to see if the keyboard is detected.
