Considering the electric factor, I would think that your video my be the problem on your PC. Is it on-board video, integrated in the motherboard? Does your PC beep several times or buzz several time when you first power it up? I just fixed someones PC today that was doing the very same thing, it was indeed the on-board video. Hopefully your mobo has a PCI-E or AGP expansion slot on it. Some do, some don't. You could go with a PCI video card if not, but you will not see the performance as if it was one of the other two I mentioned above.
The only thing you should have to do to exit "Hibernation" would be turning your PC back on. If that doesn't work, it's more than likely a video problem. This means that there is no signal being received from the pc, you need to check the data cable at the back of your monitor, make sure that it's is properly connected to your pc.
