The fly wheel has a 'freewheel' mechanism similar to the rear wheel on a bicycle. It needs cleaning and regreasing with light grease to free it up and make it work properly. The job is not difficult but needs some diy knowledge. Before trying to remove the fly wheel some slack will need to be created on the 'bungee' return cord and anchored securely. You will also require circlip pliers to remove the shaft.
