low) during cold startup

I just bought a 2008 2.5i Subaru Outback (PVEZ). One morning, my husband got into it and started it. I noticed that the idle ran high, then low and back and forth. We took it into the dealership for a checkup and the service guy said that they checked it over and couldn't identify a problem. He also said that the Subaru company sent a notice to them stating that the type of gas in the car may be the cause of the problem (something about the % of ethanol) and we should try a gas with a different amount of ethanol (I don't even know if the gas stations know what percentage of ethanol is in their gasoline.). Have you ever heard of this problem? Subaru told the service guy that it is normal. Unless it happens to every car on the lot, I doubt that it is "normal." The high and low idling seems to go away after the car is warmed up. I don't know if this will start happening more this Fall or not (when the gasoline is supposedly "blended" differently). Please give me whatever feedback you can, even if you have not idea what could be causing this.
