I bought a 640dort water heater about a year ago, about a month ago I wasn't getting enough hot water the company had me test the voltage and it was 0 between the 2 screws on the lower element so I replaced it and it was still 0, with the wires disconnected from the element the lower thermostat has 0 volts, I replaced the top thermostat since the screw with the wire that leads to the bottom also read 0, the new one had no change, thanks in advance for any help you can offer
