Could just be a bad breaker. I would imagine you speak of the breaker on the end of cord itself, not much info, but is possible. Other than that, always check the ground for proper connection. Could be a broken wire or wires touching somewhere on the inside throwing the breaker. I can only speculate with what info you've given.
