Is the Service Vehicle Soon light illuminated on the dash? If so, the BCM has detected an electrical issue in the wiring circuit to the fog lights. If the SVS light is not illuminated, it is most likely the fog light relay is stuck in the on position. Open the hood and find the fuse center located on the driver side at the front shock tower. Remove the cover, look at the schematic on the underside of the cover and identify the fog lamp relay. Remove the relay and see if the lights go out. If the lights go out, you may need to replace the relay. You can substitute a like relay in the fuse center to verify relay is bad before buying a new one. Good luck.
