It could be either the bearings have collapsed and seized or that an object such as a sock,stone,screw or the like has got down into the drum and jammed it solid.one way to see if it is a small object like a stone or screw which may work is to undo the screw on the pulley,this is normally a torx screw,you will have to undo in an anti-clockwise direction,then gently prise off the pulley but be careful its soft alloy and could break,once off try jiggling the drum it has some end play and this may be enough to release the jammed article.If this does not do it then the drum will have to come apart if it is a split type drum unit.Also try looking around the front by the door seal sometimes if a sock gets stuck it can get jammed around this point and you may see it.
